Village Board Meeting, July 11, 2022

 WILDE LAKE VILLAGE BOARD MINUTES JULY 11, 2022

CALL TO ORDER:  A virtual Zoom meeting of the Wilde Lake Village Board was called to order by Kevin McAliley, Chair, on July 11, 2022, at 6:34 p.m. Members present were Kevin McAliley, Tina Horn, Vice Chair; Sagrario Ortiz, Chuck Yarbrough, Steve Campbell, Bill Santos, Columbia Council Rep; Bess Caplan, Wilde Lake Cares; Kristin Shulder, Village Manager and Dale Wasmus, Administrative Assistant, taking minutes. Also in attendance were Marty Oltmanns, CA Aquatics Director; Adam Scott, Aquatics Assistant Director; Phil Schulz, RAC appointee; Mollie Nelson, Katie, and Colleen Vernon. Special Guest Nina Basu, Inner Arbor Trust, joined the meeting at approximately 8 p.m.

APPROVAL OF AGENDA: Mr. Yarbrough made a motion to approve the July 11, 2022 Agenda. Ms. Horn seconded the motion. All in favor.

APPROVAL OF MINUTES: Mr. Yarbrough made a motion to approve the June 6, 2022 minutes. Mr. Campbell seconded the motion. All in favor.

RESIDENT SPEAKOUT: Mollie Nelson and Katie spoke about the need to amend the Bryant Woods Pool schedule to make it more family friendly.

ORDER OF BUSINESS:

Cul-de-sac Beautification Request – Rain Dream Hill: Colleen Vernon spoke about the challenges of maintaining the cul-de-sac in recent years. An invasive tree species, Tree of Heaven, needs to be removed and it is very challenging to do this. Ms. Vernon indicated that quite a few neighbors around the cul-de-sac have pitched in monies towards this project and they are requesting a $250.00 reimbursement. Ms. Horn made a motion to grant the request of $250 for this project. Mr. Yarbrough seconded the motion. All in favor.

RAC Appointment: Mr. Phil Schulz, a former RAC member who served from 2013-2017 has expressed interest in serving on the RAC again. Ms. Horn made a motion to appoint Mr. Schulz to the RAC. Mr. Campbell seconded the motion. All in favor.

Discussion: Bryant Woods Pool Schedule: A few residents spoke about the current Bryant Woods Pool schedule and the fact that it was not accommodating to working families with children. They requested that the pool schedule be amended to extend recreational swim time until 6 p.m. and to change the Adults Laps Only to Laps Only starting at 6 p.m. until 7:30 p.m. on weekday evenings. Ms. Horn made a motion to recommend that CA amend the Bryant Woods Pool schedule to extend the recreational swim time until 6 p.m. and change the Adults Laps Only to Laps Swimming from 6 p.m. until 7:30 p.m. on weekday evenings. Mr. Yarbrough seconded the motion. All in favor.

FY2022 4TH Quarter Financial Report: Ms. Shulder posted the FY2022 4TH Quarter Financial Report previously on the Google Drive. Ms. Shulder asked Mr. Campbell and Mr. Yarbrough (both serve on the Finance Committee) if they had any questions or comments about the report. Mr. Campbell asked what the Cash/Investments were. Ms. Shulder explained that Wilde Lake has a $43,000 CD – rainy day fund. Revenues were much better than in the previous two years. The nursery schools kept us “afloat” this past year. Ms. Horn made a motion to approve the FY2022 4TH Quarter Financial Report. Mr. Yarbrough seconded the motion. All in favor.

Request for Operating Funds: Meeting Owl 3: Ms. Shulder posted on the Google Drive detailed information regarding the Meeting Owl 3, a device that is an all-in-one camera, speaker and microphone that can be used to facilitate hybrid meetings. Ms. Horn made a motion to approve funds to purchase the Meeting Owl 3. Mr. Campbell seconded the motion. All in favor.

SPECIAL GUEST: Nina Basu, Inner Arbor Trust: Ms. Basu shared a presentation about the recent activities going on at Merriweather Park at Symphony Woods.

REPORTS

Columbia Council Rep – Bill Santos: The CA Board is in the process of reviewing CA’s President’s Goals. And revised Ethics Policy. The Watershed Committee submitted their goals to the CA Board of Directors. The BOD took exception to the reference of a marginalized community. The pilot project was in Wilde Lake. Mr. Santos invited everyone to attend the “Change in Columbia Speaker Series” slated for Tuesday, July 26, 2022, from 7 p.m. to 8:30 p.m. at Slayton House. Ms. Horn as well as Mr. McAliley indicated they would attend.

COMMITTEES

CARES: Chair, Bess Caplan: The committee is taking a break in July so no newsletter will be sent out. Ms. Caplan encourages everyone to look at the wildflower plantings at the bottom of the Wilde Lake Dam. Please provide positive feedback directly to CA Open Space.

Education – Tina Horn: Jeff Friedhoffer used to serve on the Wilde Lake Village Board and has recently moved into Vantage House. He has offered his volunteer services to the schools. Mr. Friedhoffer was deeply connected to the Stem Club and the Robotics Club. There have been some changes to staff at Wilde Lake High School. There is a preliminary meeting regarding redistricting being planned.

AC Liaison – Steve Campbell: Mr. Campbell’s report was previously submitted.

Manager – Kristin Shulder: Ms. Shulder posted the Manager’s Report on the Google Drive. Ms. Shulder stated that she posted the Covenant Advisor’s job on Indeed. Also, wanted to remind everyone about the Proposed Bike Lane Information virtual session on 7/12/22, from 6 to 7 p.m. and WL & TC Pool Party on 8/4/22 at Faulkner Ridge Pool.

Chair – Kevin McAliley: The e-scooters are being used all around town. Unfortunately, there is a small number of riders who are not returning the scooters and leaving them in the middle of sidewalks and other places. Mr. McAliley is sending condolences out to Mary Kay Sigaty and family, who recently lost her husband.

The Chair called for a motion to adjourn the meeting. Ms. Horn moved to adjourn the meeting at approximately 8:40 p.m. Mr. Yarbrough seconded the motion. All in favor.
