Wilde Lake Village Board Meeting March 18, 2019

CALL TO ORDER

A regular meeting of the Wilde Lake Village Board was called to order by Laura Torres, Vice-Chair, on March 18, 2019 at 6:31pm at Slayton House, Columbia, Maryland. Members present were Kevin McAliley, Chair; Laura Torres, Vice Chair; Mary Calder; Bess Caplan; Nancy McCord, Columbia Council Rep; Kristin Shulder, Village Manager; and Carole Black, Board Secretary. Stephen Mowatt was absent. Also present were Tom and Ginger Scott.

APPROVAL OF AGENDA

Ms. Torres made a motion, seconded by Ms. Calder, to approve the agenda for March 18, 2019. All in favor.

APPROVAL OF MINUTES

Ms. Torres made a motion, seconded by Ms. Calder,  to approve the minutes of March 4, 2019. All in favor.

Resident Speakout

Ginger Scott suggested that the CA Board have a separate counsel from the CA staff counsel. Ms. McCord noted that the community benefit association issue may come up again in September when the Board considers how to proceed with the proposed legislation that was withdrawn. The CA Board would like to include residents and village boards in the discussion.

ORDER OF BUSINESS

FY2020 Draft Budget

Ms. Caplan suggested reviewing the cost of a property standards evaluator.

Update: Wilde Lake Water Main Project

A community meeting was held to provide residents with information on the impact of the project to residents whose homes border on the area. Work is expected to begin soon.

Certification of 2019 Wilde Lake Village Election Results

Ms. Caplan made a motion, seconded by Ms. Torres to certify that Kevin McAliley, Bess Caplan, Stephen Mowatt and Laura Torres are elected to the 2019-20 Village Board and Nancy McCord is elected as Columbia Council Rep. All in favor.

ADJOURNMENT

Ms. McCord made a motion, seconded by Ms. Caplan, to adjourn the meeting  at 7:25pm. All in favor.

Ms. McCord made a motion, seconded by Ms. Caplan, to adjourn to a closed session in accordance with the Maryland Homeowners Association Act, to discuss matters pertaining to employees and personnel. All in favor.
